Child Welfare and Protection Policy and Good Practice Guidelines
Capilano RFC runs the biggest, most comprehensive and most successful Youth Rugby program in North America. We are constantly seeking to further improve our programs, and in particular to ensure that we provide the safest and most secure environment possible for our players and coaches. Capilano RFC is again taking the lead in Canada and North America by implementing a comprehensive Child Welfare and Protection Policy and Good Practice Guidelines for Players, Coaches, Parents and Officials. Please take the time to read and understand the attached document - it is an important step forward for the Club and its success depends upon the support of every player, coach, parent and member of the club.
In conjunction with developing the policy, we have appointed Barry Allen as our Child Welfare Officer, Barry will also sit on the Capilano Youth Rugby Executive with responsibility to implement and develop the new Child Welfare and Protection Policy and Good Practice Guidelines throughout Capilano Youth Rugby. Terms of reference for their very important position are to:

Ensure the club has a Child Protection Policy and Implementation Plan; |
| 2. |
|
Ensure Codes of Conduct are well publicised and adhered to; |
| 3. |
|
In consultation with the Club Executive, ensure all reported incidents are managed at the appropriate level in line with Capilano RFC procedures; |
| 4. |
|
Ensure all relevant club members are aware of training opportunities and encourage and facilitate their participation in these opportunities; |
| 5. |
|
Ensure all parents are aware of the club policy on child protection and the correct protocols for voicing concerns; |
| 6. |
|
Be aware of local Social Services and Area Child Protection contacts; |
| 7. |
|
Sit on relevant club committees. |
Over the last two years Capilano RFC has:
- created a Child Welfare and Protection Committee;
- prepared, promoted and implemented a clear, practical and comprehensive Child Welfare and Protection Policy;
- drafted comprehensive Codes of Conduct, and has required signatures for all Coaches, Managers, Players, Officials and Parents in order to participate with the club;
- implemented a clear policy dealing with abuses of internet social networking sites;
- implemented the Safe Rugby ( IRB, Rugby Canada, and BC Rugby created and endorsed ) program for Coaches;
- formulated a clear Concussion Management program;
- implemented comprehensive First Aid Training for Coaches and Managers at all age groups;
- acquired and trained coaches and key volunteers in the use of an AED (automated external defibrillator) which is a portable electronic device that automatically diagnoses the potentially life threatening cardiac arrhythmias of ventricular fibrillation and ventricular tachycardia in a patient, and is able to treat them through defibrillation, the application of electrical therapy which stops the arrhythmia, allowing the heart to reestablish an effective rhythm;
- required Criminal Record Checks for all coaches, Board members, team managers and volunteers.

Concussion management etc.
Dear Parents, Players and Coaches
Please download and read the PDF document below regarding the reporting of all injuries of relevance; most particularily concussions, to your team's coach and or manager . Any injury of a serious nature sustained while with the Capilano Rugby Football Club is to be reported to BC Rugby as per our guidlines and requirements. However, we cannot monitor what happens outside of the club and that becomes your responsibility and liability to report to your coach or manager. A Note from a Neurological Doctor is required to clear the player for return to play after the mandated rest and observation time . Three weeks minimum after initial consultation is the current requirement. A parents note is not sufficient nor will it be accepted ! Doctor verification can also be expected to ensure the authenticity of the letter as experience has shown that some may have such a desire to return to play that they are willing to forge a note to do so. Disregarding this important health and safety procedure will not only nullify the insurance policy of the player , but may have as well, a serious and permanent impact on your child's / player's well being. Injuries happen in all sports and how we care for them is of great concern to the Capilano Rugby Football Club. We thank you for your attention and care in this matter.

BC RUGBY MOUTH GUARDS IN AGE GRADE RUGBY
Please note that the BC Rugby Competitions Committee has ruled that, with immediate effect (from 17 January 2005), the wearing of a mouth guard in an approved manner is compulsory for all players participating in mini rugby and age grade Rugby in BC including:
• All Games (including U13, U14, U15, U16, U17, U19, U20/21 Age Grade Leagues)
• Jamborees
• Practices
• Summer Camps
Any colour except red is acceptable. It is strongly recommended that such mouthguards should be properly fitted by a dental practitioner to ensure a correct fit. The approved manner is in the mouth covering the top teeth.
A player observed by a coach or referee to be not wearing a mouth guard, shall leave the field and not be permitted to return until such time as the player is wearing a mouth guard in the approved manner. In age grade league play, the team of the offending player shall be permitted a replacement during the period the offending player is off the field.
Exceptions:
Any players (i.e. mouth breathers, braces etc) who cannot conform to this policy must provide a letter from their dentist or doctor specifying the rational for not abiding by this policy. The player and his/her legal guardian(s) will be required to sign a release/waiver acknowledging that they understand the risk of not complying with this mouth guard policy. These two (2) documents must be completed before a player engages in any rugby activities. Please note that players not wearing mouthguards are not covered by the dental insurance coverage provided in the Rugby Canada players’ insurance policy. Team officials will be required to manage this documentation and to have both available for review before age grade game by referees and officials.
